What happened

I received a voicemail stating Niagara county court judicial services was trying to serve me with papers on Monday September 14 from 8-12 pm and said I needed two forms of valid id, and if I wasn't available at my residence, they would proceed to my place of work. They gave me a case number and said they would take pictures of the exterior of my house. They gave a number for me to call, 18665721648, I called it, the guy Jeff ext. 110 explained to me that I'm being sued and there is an executive court order, and he also gave info on a credit card that no longer exists, giving dates I supposedly opened and closed it. He then wanted money, and was willing to take half if I paid. He then got very defensive and upset when I stated this was a scam. A lot of things he said didn't add up. When I asked if he was a debt collector, he said he was a mediator and is trying to resolve the debt before it goes to the court. He claims that I owe him a certain amount of money and would be able to take less than half of the amount of debt.
