Donna's Dresses and Donna's Boutique scam

I ordered a dress online thinking it was from a reputable company in the United States because of the information given with their contact phone number and business address in Sherman Oaks, CA. When I received the dress, I realized it was a scam because of the poor quality. I sent an email to the company and was told they were in China and it would cost me $100+ in postage and charges to return the dress. They offered me 15% - 40% discount as the emails progressed and I could keep the dress. Since no one in their right mind would pay $100+ to return an item that cost only $60, this was not an option! This is a scam and, in my opinion, fraud. I have the email messages but can't attach them because you only allow one attachment. I can email the information to you if you give me an email address.
